Road Replacement Project - Phase 1 - Completed on Tuesday February 10th, 2015


The first phase of construction includes Lakecrest, Hillside, Peninsula, Shoreline, and Parkwood Drives. The new roads will constructed with a textile liner, 6" of road base and 6” of reinforced concrete. The existing roadway is being milled and removed – it is not being used in the new construction. There will be no curbs and gutters, the existing open drainage culverts will be retained, approximately 5 feet along the roadway will be replanted with sod at the end of the project.

Lakecrest Dr. is expected to be opened to traffic on Monday afternoon,  December 8th if the break testing of the samples shows the concrete has curred sufficently.  Shoreline Dr. between Lakecrest and Hilliside will remain closed, driveways on Shoreline will be opened to the home owner's.  Shoreline between Sunrise Bay and Lakecrest will remain closed until Jagoe is able to install a compacted base transition between the concrete and existing asphalt.

The instersection at Hillside and Shoreline will be the next to be closed once Lakecrest has been opened to east / west traffic.  Watch for the road closed sign at Hillside and Highridge.

On Wednesday November 19th, the entire length of Shoreline Dr will be closed to all traffic.  All traffic will be required to use Lakecrest to access Eldorado Pkwy.  Jagoe Public will demolish and rebuild both lanes of traffic in sections between Sunrise Bay and Lakecrest, Lakecrest and Hillside, Hillside and Peninsula and Peninsula and Park Wood.

All traffic will be limited to Lakecrest, Hillside, Peninsula and Park Wood.  In some scenarios, residents that live on the east side of Shoreline may need to find alternate routes to cross Shoreline when the intersections are closed for construction.

On Wednesday October 8th, the west bound lane Peninsula between the curve and Hillside is scheduled to be poured.  No driveways will be impacted by the pour.  Tenatively the driveways along the section will be poured on Friday October 10th.

Removal of the the west bound lane on Peninsula between Hillside and Highridge was removed today.  Asphalt removal will continue tomorrow on the east bound lane of Hillside.

As you may have guessed, the much needed rain has delayed the next concrete pour. In addition, the asphalt milling did not go as planned. The clay under the asphalt was very wet which caused the milling machine to become clogged resulting in very slow progress.

Tentatively, the next concrete pour will occur during the week of August 11th. The focus for the next few days is to complete the grading, installing the liner and compacting the road base.

Updated schedule:

Due to the delays in excavation and weather, the preparation for the previously planned pour on Friday the 1st will not be complete.

Concrete pouring has been rescheduled for Wednesday the 6th and Friday the 8th. Over the next few days, based on progress, Jagoe Public will identify the section to be poured on Wednesday. The preference is Lakecrest, but it may be dependent on the excavation.

July 27, 2014

On Tuesday July 29th, Jagoe Public will begin removing asphalt from the east bound lane (south side of the street) of Lakecrest Dr and the the west bound lane (north side of the street) of Hillside Dr. The lanes with the removed asphalt will be open to traffic once milling process has been completed. During the milling process, the entire roadway is subject to closure.

The next concrete pour is scheduled for Friday August 1st. There will be no driveway access for three days along the west bound lane of Lakecrest Dr. from house number 447 to Peninsula Dr. and the south bound lane (west side of the street) of Peninsula Dr. between Lakecrest Dr. and the cul-de-sac. The entire roadway is subject to closure during the pouring.

Traffic along Lakecrest Dr. will be moved to the concrete roadway after the entire west bound lane is poured and has cured to sufficient strength.

Please avoid the area when possible.

July 22, 2014

The first concrete pour on Lakecrest was done on Friday July 11th. Everything went as planned. As the concrete is being poured, periodically at set distances, a sample of the concrete is poured into molds or cylinders, which are later destroyed to measure the strength of the road. The engineered design for LWV roads requires a strength of 4,000 pounds per square inch (psi). Under TxDot rules, “early access” - allowing people to drive across the new concrete to get in/out of their driveways - requires the compression tests to be 75 % or greater of the final design strength. So for LWV, this means that we need 3000 psi. On Monday morning, July 14th, the lowest test measured 3160 psi, so the driveways were opened ahead of schedule. The entire road will not be open to traffic until the strength exceeds the final designed threshold (4000 psi). The hardening rate of the road depends on various factors including the mix and environment (weather).

No Driveway Access

On Wednesday July 23rd, the 401-447 Lakecrest addresses will have concrete installed. There will be no driveway access from Wednesday 7am until Saturday 5pm. It is possible the driveways may be opened sooner on Saturday depending on the test results.

The next segment to be poured will be the remaining portion of Lakecrest and the part of Peninsula into the cul-de-sac terminating at the Coleman’s house. Following that pour, the work will shift back to the beginning of Lakecrest and finish the remaining side of the road. The intent is to fully complete Lakecrest before moving to the next road. That is the current plan.

The contract terms specify approximately 6 months for Jagoe Public to do the work – we anticipate completion at year-end. Without any unforeseen issues and a cooperative Mother Nature, we anticipate a sooner completion.

The first part of the project will be approximately nine storm water culvert replacements – the pipe has already been moved into place. Those should be complete within the next 2 weeks. Prior to that completion, in the next day or two, the contractor will begin the next phase of the project, roadway reconstruction.

The road construction will require the use of town water for mixing the road base and as part of the compaction process, as well as for the concrete. The water used will also help keep dust generated by the construction to a minimum. Based on the contractor’s estimates, the Town should have adequate water supplies. However, as this is our first concrete road building project in LWV and given we have no experience with the water demands, we have tried to proactively anticipate any potential problems. In addition to the Town, we have secured access to additional water supplies from the Town of Little Elm, and the MDD Rocky Point Water System. Jagoe Public’s water usage will be limited to during the construction day: 7:30am to 4:30pm. Our citizens’ peak times for water usage are approximately 6 - 8am. To minimize the chances of a problem, we are asking that no irrigation take place after 4am - this will allow the tanks to fill while we all sleep, dreaming of the new roads. Please help by limiting your irrigation to 6pm to 4am (Stage 2 water restrictions).

The proposed process will entail demolishing and rebuilding one-half of the road at a time. The first roads in the proposed sequence will be Lakecrest (North side – odd addresses) followed by Peninsula (North side – odd addresses, starting at the Coleman’s) in a continuous loop. As progress is made on these sections, we will issue updates. The contractor will take out the current road (one side of it) and a few days later, they will start placing the concrete on that same half. There will be multiple crews operating in a "train-like" fashion moving from one road to the next.

Access to properties and limited impact to residents are paramount concerns for the Town. The sequence and process for building this project takes these concerns into account. Throughout construction, there will always be access to your street. It may shift temporarily though, based on the progress of the project. With half of the road under construction, caution needs to be applied in driving – some streets will necessarily be one-way. This will likely lead to more traffic on Shoreline Drive than you may be accustomed to, so please be careful. The contractor will have signs and safety devices present to assist in traffic flow.

Access to drives will be maintained to the fullest extent possible. We do know that you may be blocked from using your driveway for a period of up to 3-5 days once they prepare and place the concrete directly in front of your home. You can walk across the concrete in one-hour, you just cannot drive on it. When driveways are blocked you will have to park on the other side of the street, or an empty lot – that is the only way it can work. If you have special needs, please let us know as soon as possible. The road project will be a great addition to the Town, everyone needs to be patient and be accommodating to your neighbors. You will also have to put your garbage cans on the non-construction side of the street – but not in the road, we need to keep the travel lane clear for Fire/EMS.

Town ordinances require that all vehicles (including boats, rv’s) be parked on an improved surface. If you need to add a parking pad – this is the best time to do it. If your driveway is cracked, or broken and needs replacing this would be a good time to do it, you’ll likely never be able to get concrete any cheaper. We have arranged with Jagoe to perform these “add-on” jobs for our citizens. You will benefit from the lower concrete prices as they will purchase it as part of the road project, they will also perform the demolition (if needed) set the forms, perform all of the prep work, and finish work. As further incentive, the Town will waive the flatwork inspection fees for work performed by Jagoe during the road construction project. The driveway must be inspected, and you must obtain a permit from the Town, however, the fee will be waived. The Town is not a party to any add-on job, it is between you the homeowner and Jagoe.
