Consumption Rate

Water usage is billed in tiers. Each tier has a usage range (in gallons) and a rate (in dollars per 1,000 gallons). Your total consumption charge is the sum of the charges for each tier segment of your usage.

Example Calculation

Suppose you used 3,500 gallons this month:

  • Tier 1: 0–2,000 gallons at $4.00 per 1,000 gallons → $8.00
  • Tier 2: 2,001–3,500 gallons at $6.00 per 1,000 gallons → $9.00

Total Consumption Charge = $8.00 + $9.00 = $17.00

North Texas Groundwater Conservation District

The North Texas Groundwater Conservation District (NTGCD) is a local governmental agency created by the Texas Legislature to manage and protect groundwater resources in the region. The NTGCD fee shown on this calculator represents a per-gallon charge applied to groundwater usage as required by state law and the District's rules.

Base Rate

Base water charges cover fixed costs such as reading and maintaining the meter, account maintenance, mailing bills, and processing payments.

Why does the base rate vary by meter size?
Larger meters can deliver higher volumes of water and require more robust infrastructure to support that capacity. The base rate reflects the cost of maintaining system capacity for your meter size, even if you use little or no water. This ensures the system can meet demand when needed.

Sewer Service Charge

The sewer rate is a flat monthly charge that does not change based on water usage. This charge helps cover the fixed costs of maintaining and operating the wastewater system, such as facility upkeep, repairs, sewer treatment, and repayment of bonds used to build and improve the sewer infrastructure.

Why is the sewer charge fixed instead of based on water usage?
Wastewater systems must be ready every day to handle peak flows, storms, and emergencies—not just average use. A flat rate ensures the system is funded to maintain capacity, reliability, and environmental compliance for everyone, regardless of seasonal or daily fluctuations. This approach keeps the system sustainable and predictable for both residents and the town.
